Add Web Annotation Protocol #18

Haven't had chance to look at this yet, but certainly will consider it. At the very least might be worth putting into the (upcoming) feature grid.

I forked the content to add this, but ran into a snag:

I'm curious as to whether MicroPub also has this issue. My understanding is that it doesn't support the AS2 syntax, but perhaps I'm out of date?

You're right, Micropub doesn't support AS2 syntax. For the time being perhaps I'll relax the MUST on AS2, as this document is supposed to just describe the current working specs rather than mandating things.

Annotation protocol is JSON though, right?

It's LDP with JSON-LD even, and uses some parts of AS2 -- OrderedCollection, OrderedCollectionPage, plus the predicates with those as domain and range.

The latest update reframes and rearranges SWP considerably. I've started slipping the Annotations Protocol in where I think I know enough to, but I haven't read it thoroughly yet. @azaroth42 if you get chance to read through and see how it would fit into the document now that'd be great, but if not I'll get to it eventually.
