Move note about audio/video #10

The document sez:

The CG notes that simple interoperability of video and audio content is highly desirable. The IG also notes that considerations regarding such interoperability concern all aspects of the use of such content on the Web (and are not of more concern in mobile than elsewhere)

This note should probably be moved to the Multimedia section.
