Req 24 - about URI schemes needs generalization #12

The requirement about URI scheme support:

mailto:, tel:, sms: and mmsto: URL schemes SHOULD allow the user to send an email, make a phone call, send an SMS or send an MMS using the appropriate application to do so.

Needs to be rewritten in a generalized form using the above URIs as an example.
