Change `requestLevel` in response to sheet data changes #6

In regards to the draft spec's requestLevel member, I would recommend:

Adding a third value to reflect that the merchant absolutely does not want 3ds to occur
Adding a method to allow the merchant to update the requestLevel in response to payment sheet events like shipping address changes.

@asolove-stripe, I added a new value of "nostepup" for requestLevel.

I did not add a value for "mustnot" because I don't think it has any more meaning than not specifying anything. My understanding is that it would be no more binding than a merchant preference, and silence is (I think for now) an adequate means to express that preference.

I've not yet added anything for dynamic updates.
