Discontinue the Editor's Draft of "History" #132

It is no longer being worked on, so it doesn't need an ED. Its (frozen) textual content is published at: https://www.w3.org/TR/2023/DNOTE-w3c-vision-20230725/#history

This would be my preferred way of addressing #130
