I agree with closing this as not the right direction. I think the key point is the W3C aims to lead the Web to develop in "good" ways. The Web is a thing, developed by a number of communities. One important community in that set is W3C itself, and W3C further aims to bring that community together and help it develop the ability to develop the web in good directions - for example by making the effort to debate and reach some agreement on what a good direction is.

That differentiates it from e.g. communities who start with a priori ideas of what good is and just reject people who don't agree, or communities whose core goal is to make a paticular enterprise profitable such as the employees of a business. It also means W3C is W3C like some other communities.

I do like framing the mission as "the purpose of W3C" rather than baldly stating as fact something we aspire to achieve.

For the avoidance of doubt, this was not feedback from the Board. It was a passing comment made by me in a private conversation about the vision.
