minLuminance and maxLuminance should explicitly refer to the BT.2100 viewing environment #99

I think this should explicitly refer to the BT.2100 viewing environment. When this content is being displayed in some other viewing environment, the cd/m² may not be emitted literally even on capable equipment.

@simontWork Is the minimumLuminance and maximumLuminance parameters ever relevant in the context of HLG images?
