FileList.drop method #72

It seems premature to discuss a change to the spec when there isn't input on the feature from browser vendors and the last discussion is from years ago:

#25 Add a FileList.drop(index) method

This also runs contrary to the discussion about removing FileList from the platform:

#19 Remove FileList (Migrate to | typedef FileList FrozenArray; |

@inexorabletash I don't understand what type will have the file list ?
