Council Guide #172

This adds Council Guide, an HTML version of the AB markdown draft. It should become live if/when the new Process containing Council is active

I think we should roll this out now (with an embedded disclaimer sayin that it relates to a tentative version of the process), so that AC Reps evaluating whether to approve the Process itself can read this document to help them think about the Council.
