This helps groups understand how to handle joint deliverables between Working Groups.

TODO: This new document should be linked from somewhere in the Guide and also linked from the charter template (as a reminder?).

Once this deploys I will raise an issue on the charter repo that it should be linked there.

Do we also want to document @frivoal's "Participants beyond the WG" clarification w3c/w3process#754 (comment) in the Guide?

The answer is yes but we can make this the subject of a separate pull request. I opened a separate issue on the Guide to track.
