Move 3.4.2 to HTML #498

We should open a PR against HTML moving the following https://w3c.github.io/IntersectionObserver/#pending-initial-observation

Then a pointer to that, similar to what we now have in https://w3c.github.io/IntersectionObserver/#event-loop
