This PR incorporates the changes proposed in issue #230 .

@dbooth-boston can you please re-base this PR or close it and reopen with a fresh branch? I noticed it has commits from other PRs in it and if we do merge, it will create issues.

I disagree with this proposal on principle, because it will encourage people to read only the overview. This is not that long a CoC, and people can read the whole thing. People know what a CoC includes without reading it. Do no harm, respect. They do not need a summary for that,

A summary makes the CoC more inclusive and accessible to people with cognitive disabilities. I think that's a good thing.
