Add a "warning this is the dev version" message on the dev instance #97

Reported by vivien on 17 Jun 2010 15:05 UTC Similarly to what is done for the Dev instance of the Markup Validator there should be a message indicating this is a development version (with a link to http://code.w3.org/unicorn and to the official server that runs the stable version).

Indicating that a Unicorn instance is a development one could be done by setting a boolean in Unicorn's configuration.
