feat: CONTRIBUTING.md based on current governance by lazy consensus #48

This PR, which depends on #47, populates the CONTRIBUTING.md with a description of how the group operates at the moment of writing this, i.e. by means of lazy consensus.

Minor: I'm not sure the Conformance section is needed for a single you MUST be a member - it changes the tone of what is otherwise a welcoming document, arguably needlessly.

Looks good to me.

One tiny nit: I am not a native english speaker, but "quotes from such document" feels wrong to me: I read that as meaning from any number of sources, e.g. randomly picked this document. I think better wording would be "quotes from that document".
