build: only run processor when bikeshed source changed #55

Thank you so much @woutermont for looking into this. I'm going to merge this one as soon as it's ready as it is a fix to the build process introduced and discussed in #45 .

This should really be easier, but it works: the workflow now compares the latest commit with the last one that successfully went through the workflow, and only runs the Bikeshed processor if there have been changes to the spec source file.

I'm very likely going to squash merge this into a single commit but let it be known that it pains me to drop the glory of test: now I need a coffee.
