chore: adds 'working items' section and 'other relevant documents' section to README.md #65

This PR takes care of adding links to working items and other relevant documents to the README.md file as per the respective subtask in https://github.com/w3c/WebID/issues/53 . I'm setting the review deadline to 2024-02-17 (in two days) as this PR does not introduce any change to the spec and #53 has been open for more than two weeks and was mentioned in two different chair's overview emails.

Shortcut PR review deadlines are impossible to learn about within that shortcut time frame if a reader is thinking things are conforming to the theoretically now standard practice for this project. Ad-hoc shortcut reviews are not good practice.

@TallTed indeed they are not, though I also feel that waiting a minimum of two weeks for the changes in https://github.com/w3c/WebID/issues/53 would be significantly overkill, given that they do not impact the spec(s) at all and are limited to the upkeeping and "maintenance" of the group's web presence.

But... You're right, it's not good practice. I guess I'll propose a change to process that adds an explicit exception for this kind of changes and, in the meantime, stick with the minimum of two weeks.
