Add FuchsiaAccessibility to api values #72

Despite my last comment in issue #24, it probably makes more sense to use FuchsiaAccessibility and leave it to the description to link to the definition. Whether it's "Accessibility Manager" or some other API name in the future won't require changing the value.

I would not suggest using such a general name as accessibilityManager if a more specific name is available. It seems likely Fuchsia will not have more than one accessibility API, so I agree we should name it FuchsiaAccessibility in our vocabulary.
