Why is openCaptions described in 4.2.2.6.1? #78

The section was accidentally nested when we split it in two. I've fixed this in https://github.com/w3c/a11y-discov-vocab/commit/9c3298d789f1ab0017084e2b25fe12afd04fafd7

Will get published whenever we do the next update.
