Discussion in APA meeting about keyboard accessibility of the visibility collapsing.

Leaving open, APA is ok with the disposition but wants to see test results demonstrating keyboard accessible collapse / expand. While we don't intend to block progress to CR, we are leaving the issue open to ensure this is looked at and explicitly planned for during CR.

Issue closed but APA keeping the mirror one open, we want to see the test results before closing this.
