Data Portability Draft: user versus server

In Section 4.1, it looks like some of the steps attributed to the user are really server actions that a user would not be expected to perform (like adding alsoKnownAs to the actor description or sending a Move to existing followers).

@steve-bate I updated the draft report to note that users would be using software like a web interface or api client to make these changes. I hope that's clearer!
