Please Describe the Issue:

JSON-LD specifies the fragment identifier, ActivityStreams does not. if the media types are intended to be synonymous, then they should probably follow the same fragment identifier rules.

not doing so would lead to all sorts of interoperability issues.

I don't think that JSON-LD actually has a mechanism for resolving parts of a JSON-LD document using fragment identifiers. We give some tips here: https://www.w3.org/wiki/ActivityPub/Primer/Object_identifiers#Fragments but it's not well-defined.

The JSON-LD spec does have a definition for referring to JSON-LD embedded with a Githubissues.

Githubissues is a development platform for aggregating issues.
