Demarcate author and rendering concerns with respect to the symbol attribute #206

Add an Editor's Note to demarcate the spec's focus (authoring) and rendering, and explain how we anticipate rendering to be a simple look-up.

Is it any good?
Should we reference the referenced WCAG SCs?
