Beginning of rewrites for clarity.
Refinements to text about symbols and their relationship to one another and to natural written languages. Also introduces our intent to use the W3C Registry track.

@JaninaSajka I think your clarification on the symbol sets really helps. One suggestion: how about removing the "only" from "by this specification only because" (in 77473cc)—I think that would help cement the idea that the swapping of symbols is a big deal.

P.S. I am going to re-add your <abbr> fixes, so leaving this as draft for now.
