Add TPAC 2021 presentation #216

This completes the 'move' of the TPAC 2021 presentation to the main branch. After merging, the presentation will be available at https://w3c.github.io/adapt/TPAC/2021/ - but whilst this branch is active, it'll be at http://raw.githack.com/w3c/adapt/add-tpac-2021-presentation/TPAC/2021/

No content changes were made to the presentation in the move.

@snidersd, @lwolberg: feel free to merge.

Hi @ruoxiran, it looks like the build has failed; is it because it's trying to run ReSpec on the presentation (because it's an HTML file)? I'm not sure if we need to exclude it somehow (nor, if so, where's the best place to do that). Please let me know if you need me to make any specific changes (happy to).

we can ignore this error message. I think it is time to clean up the repo, let's add this topic to the future agenda.
