What mechanism(s) should developers use to prototype and incubate browser extensions?

Requirements include:

ability to deploy widely
ability to deploy with adequate performance
ability to deploy a secure implementation
ability to deploy cross-browser
ability to migrate smoothly to a standard technology if/when a standard is agreed and deployed
