API consistency #7

There should be more consistency among our core Web APIs than currently exists.

API architecture is a unique skill itself. When APIs come from multiple, independent WGs the architectural expertise is not uniform among the groups. As a result, the APIs produced have less consistency than should be our aspiration.

Note that this is one of the goal of the reviews the TAG is doing. It already led to the change of some APIs. Also the introduction of new features lead to new style of APIs, having guides in that case is essential. The TAG produced a guide for Promise.
