feat: Update Dependencies #1148

This PR updates several dependencies to the latest available minor and patch versions. Major version bumps are also included which weren't found to cause major breaking changes.

Also included is a revised dependabot.yml to lessen the noise and duplication of some dependabot PRs.

Some additional thoughts that could follow this change:

Remove and replace the now outdated enzyme tests and dependencies with @testing-library, which is already being primarily used throughout the project's tests.
There are duplicated date utilties on client and server using moment. This could be consolidated into the shared workspace (and also consider replacing moment)
Revise the linting rules and approach (especially for *.css) and add an automatic linting step
