update MS and macOS API links, and increment doc version numbers #42

Fixes macOS link for #34. (ATK link is good now). Also, updates MS links as a partial fix for https://github.com/w3c/aria/issues/1214, and increments 1.1 to 1.2 in 3 places as an adjunct to https://github.com/w3c/aria/pull/1240.

@jnurthen Making sure this is not forgotten, now that the related aria issues are closed and merged. :)

@jnurthen I agree with using the pre-processing code to figure out the current spec version, instead of hardcoding the version numbers and incrementing them. Much better!
