Missing GH_TOKEN secret #72

@michael-n-cooper I think there might have been a glitch in setting up the secret, since the latest build failed https://github.com/w3c/aria-common/actions/runs/1339097929 If the secret is added, I think the job can just be restarted to get the PRs created

https://github.com/w3c/aria-common/pull/75 will probably also be needed, as that seems like something I missed
