Editorial: Add prettier config file for monorepo #2342

Closes #2316

Adds prettier config file for monorepo.

Looking at the github action, the only thing we're doing is line widths, but maybe there are other things we want to have in this config, so I'll leave it as a draft until we can get some feedback.
