Spec review #439

In order to advance the specs from FPWD status they need to be thoroughly reviewed. Any minor findings can be fixed by creating a PR on it. If several disparate things are found, create a commit on each. If you think it needs to be discussed in the WG first, it could be still be a PR, or a comment on this issue.

The WG review does not have a formal end date, but as reviews by other groups are initiated, this issue is closed.
