Baggage: Mention about minimum limits approach first before describing the conditions #127

Currently it is not very obvious to someone new reading the spec that it is minimum limits based and not maximum limits based. We start with the two conditions which leads readers to think that those are the maximum limits. It will be good to tweak this to start with the outline of the approach first and then describe the conditions.
