Section reorg #20

Some suggestions for reorganizing the material.

  1. 'Case distinctions' should be under 'Characters', alongside 'Handling Case Folding'.
  2. 'Markup' should be relabelled 'Markup and Syntax'.
  3. 'Plain Text Support' should be under 'Markup and Syntax'.
  4. Rename 'Defining Resource Identifiers' by dropping 'Defining'.
  5. Move 'Markup and Syntax' above 'Typographic Support'.

also, drop 'Declaring' and 'Handling' from the first two headings. The verbs appear in the task-oriented headings at the next level down.
