@xfq this was done by design. The purpose of the note is to be copied into other specs. Using the internal-to-specdev link would require the people doing the copying to edit the note before inserting it. Using the TR link avoids the need to do edits (it's also why I included the [INTERNATIONAL-SPECS] reference). While your suggestions are more robust in this document, that wasn't my goal. Does that make sense?
