captcha: confusing sentence #30

This sentence needs work:

to allow copyrighted materials to be provided to print disabled users in specialized formats.

We agree and have simplified the BookShare reference. Updated language available here:

Our point is to demonstrate that there are services which provide sufficient value to their users so that persons with disabilities are willing to self-identify as persons with disabilities.

The current text could be made even simpler by eliminating the reference to the WIPO treaty. For now the reference is retained as it provides a pointer to why the example service is so valuable, but it does not attempt to directly explain why in this document.
