In the discussion at the RQTF meeting of 6 April, it was proposed to

Reorganize the document by classifying approaches as either "legacy" or current - what terminology should be used? "state of the art"?
Remove the analysis and conclusion sections, and insert place-holder text indicating that these sections are being reconsidered.
Rewrite the analysis and conclusions, following further deliberation.
