Minimal reorganization of the document and temporary removal of Conclusion section.

• As agreed at the Task Force meeting on 6 April 2022, remove the existing conclusion section preparatory to a rewrite, and add an editor's note accordingly.
• Reorganize the document without substantially changing the content.
