Scope and deliverables for the new charter #3

There is good feedback inside the doc, the highlights are:

  1. Put more emphasis on work with other groups to review new features developed elsewhere, plus collaboration to provide feedback + use cases + developer needs/requests (e.g. Visibility Observer? https://github.com/w3c/charter-webperf/pull/1) to other groups. The MIDI group has good language around this in scope (see "expected to collaborate...") that we can probably borrow :-)
  2. Deliverables need to be "more concrete", but at the same time, I'd love to find a middle ground which would allow us to iterate as we discover new needs - e.g. we need to discuss if and how we want to surface CPU timing, memory, and so on.
