With defined rules for displaying and disappearing, there would be no risk to the user. For example, the user may be misled into clicking on some native element of the operating system and entering confidential data there. But with appropriate rules, such a threat would not arise.

I think the key here is defining such appropriate rules. :) The general consensus is that this is a can of worms we don't want to open. In addition, implementing something like this is (from what I understand) very difficult, because that element has to be managed similar to a separate window.
