[indexes] Hardcoded date #10615

CSS Indexes says

W3C Group Note, 4 October 2018

I don't understand why, because the .bs file says

Date: now

This is worth fixing because just today, someone was saying it should not be used because it is out of date.

Actually, maybe simply removing the Date line would work? Or does it pick up the date the .bs file was itself edited (which it never is)

A trivial change on the .bs file did indeed kick the date to today

Oh odd, I forgot that NOTE qualifies it for TR preparation, which infers a Date automatically (indeed using the last edit date if needed).
