[css-contain-2] Rephrase a Note which was made normative #7576

We might already have a resolution for this, but I could not find it. Since it is a normative change, we need one.

This issue is to either request help finding the existing resolution, or propose to the working group to accept the change.

Status update: Publication has happened, as per the above resolution, but the rephrasing is still pending.
