Reconsider the use of target recording language #244

It is used 4 times in the text. We don't have a way to identify that a language is the target recording language. Consider removing it.

It's convenient editorially otherwise we'd have to duplicate text describing the same concept, or remove the SHOULD statements that relate to it.
