Advance Compute Pressure and Contact Picker API to Rec Track #62

@himorin I've staged this PR in anticipation of the FPWD publications.

Thank you for letting me know on going ahead. Let me work on this tomorrow. (also, I am considering to work on streamlined publication and cosmetic updates on spec metadata via PRs after new URL fixed.)

@anssiko, @himorin, I took care of both of the above and also updated the repo's w3c.json accordingly (https://github.com/w3c/compute-pressure/commit/f01a41d41864951222cbf2c4aae3fbbd6e5b8ff3).

Regarding w3c/compute-pressure access settings, the DAS WG participants have write access while the DAS WG Chairs and Staff contacts have admin access.
