Is there a risk that somebody writing a DID parser only reads the DID Syntax section, and misses the fact that DID methods may specify additional rules/restrictions? Is it worth adding a one liner about that back, eg. "Note that it is possible for DID method specifications to contain more restrictive rules for paths, queries, and fragments."
Agree that it's worth noting that. I'll add that into the section at the top.

Normative but non-substantive, multiple reviews, changes requested and made, no objections, merging.
This PR removes some duplicated normative requirements, moves DID Method normative requirements to the section on DID Methods, harmonizes the links to RFC3986, and fixes a few examples.
