Change "personally-identifiable information" to "personal data". #623

We should be consistent with these terms, they have been changed back and forth a few times e.g. in PRs https://github.com/w3c/did-core/pull/232 or https://github.com/w3c/did-core/pull/535.

In my opinion "personal data" is the more modern and universal term.

Wikipedia https://en.wikipedia.org/wiki/Personally_identifiable_information redirects to https://en.wikipedia.org/wiki/Personal_data.

@rhiaro I think it's the other way round, i.e. GDPR also uses the term "personal data".

Looks like there's agreement with this simple change.. Merging.
