We should be consistent with these terms, they have been changed back and forth a few times e.g. in PRs https://github.com/w3c/did-core/pull/232 or https://github.com/w3c/did-core/pull/535.
In my opinion "personal data" is the more modern and universal term.

@rhiaro I think it's the other way round, i.e. GDPR also uses the term "personal data".
