I'm not certain that this change is in alignment with the working group consensus

@kdenhartog, I'm confused by your statement. If I understand which text you're referring to, that text exists in the specification today. See the text right before Example 14:

I just moved it to a different part of the specification.

That text was added to the specification in PR #490 to address issues #423, #240, and #386, was reviewed by seven people (including you), and merged after multiple change request/edit cycles and no objections:

What am I missing? Exactly what text are you concerned about?
