Fix non-substantive issues with Service section. #642

This PR is intended to be non-substantive. I merged a few normative statements and removed language which seemed to duplicate language in this section or elsewhere in the specification. The biggest change was removing a whole bunch of example service endpoints for which there are no existing specifications. There were complaints about us using examples that were not grounded in existing specification text. If I removed one that does have a specification, please let me know. Everything else should have been an editorial change.
