Remove Current Issues appendix. #649

Remove the Current Issues appendix. We shouldn't have one when going into Candidate Recommendation because all issues have been either addressed or defered.

But there is another editorial oddity: some 'at risk' notices are referring to issues (e.g., §B.2) and others are, probably, directly added into the text (e.g., §8.1.3). This should be harmonized imho.

Agreed. Since we're not supposed to have active issues when going into CR, we may want to just remove all references to issues (unless in the body of the atrisk marker to help people understand why the issue is at risk).

Also, there are still issue references in the text (e.g., §9.2.2), shouldn't these be removed, too?

Yes, that is being done in the current editorial pass -- let me know if I miss one after all PRs are merged.
