chore: Remove at risk note for nextUpdate and nextVersionId #722

This PR removes the "AT RISK" notes for nextUpdate and nextVersionId.

According to https://github.com/w3c/did-core/issues/667#issuecomment-781359169 this can be done now that there are tests and two independent implementations of these features (did:3 and did:ethr).

I have marked this as "non-substantial", because the PR itself is indeed editorial. However, this PR can only be merged after a formal WG resolution that finalizes a feature in the document (ie, removing its "at risk" property).

According to #667 (comment) this can be done now that there are tests and two independent implementations of these features (did:3 and did:ethr).

Just so we can close this out easily -- can you point to the two independent implementations (the software that implements the output provided in the implementations -- ideally, code lines in Github repos) and put those links in this PR, please?
