Find a path forward for contexts in v1.1 #859

I am not so sure. I would not think we would add new properties for DID Documents (we may not even be allowed to do so), and that would be the only reason to change the context.

Related to #859. Can/should we create a new context? What should be the path forward?

We should be open to it so that we don't constrain our work.
